The meeting was called to order at 6:06 PM by Mayor Turner.
1) PUBLIC COMMENT:
Mayor Turner presented council members with a dog tag from the Heber City Police Chief- Dave Booth as a token of appreciation of the recent passed Town Resolution support the police and first responders.
The Enterprise Zone will be expiring at the end of the 2021. If Council wishes to continue, a renewal with a resolution will need to be submitted by December 31, 2020. This would require noticing for a public meeting and require a meeting to complete. Council member Duggin asked if anyone was aware of business in the zone and stated that there has been a lot of confusion and the Town should consider not renewing the Enterprise Zone. Council member Bunker stated that recently more people in the valley are taking advantage of the Enterprise Zones. Council will work through email to decide on a direction that will be taken.
Council member Glodowski made a motion to enter the Public Hearing for the CDBG Grant at 6:17 PM, seconded by Council member Grady. FOR: Mayor Turner, Council members Bunker, Glodowski, Grady and Duggin.
2) PUBLIC HEARING: CDBG Grant for Storm Have sewer project:
Mayor Turner read the Community Development Block Grant 1st Public Notice.
Ryan Taylor with T-O Engineers stated that this grant is to replace part of the sewer lines in the Storm Haven area. There was a section that was just replaced recently due to a failure. The idea is the replace from the lower septic tank up to the intermediate septic tank. It does not include the whole collection system, but rather the most issues with historically have had complications. This project would start at the bottom working the way up the system in hopes of eventually replacing the whole collection system. No further comments were made.
Mayor Turner called for a motion to close the CDBG hearing and open the Webb Subdivision hearing.
Council member Glodowski made a motion to end Public Hearing for CDBG Grant and open the Public Hearing for the Webb Subdivision at 6:22 PM, seconded by Council member Grady. FOR: Mayor Turner, Council members Bunker, Glodowski, and Grady.
3) PUBLIC HEARING: Webb Subdivision:
Mel McQuarrie with MCM Engineering stated that the prior application that was approved has expired and is seeking to get it reapproved. He believes that all the conditional requirement items have been completed at this time. Ryan Taylor acknowledged that the applicants have been working on the action items and there are a few items that need to be completed. Council member Duggin asked about a cul-du-sac large enough for fire access and does not see that on the plat. Ryan Taylor stated that it is a little confusing on the map, but it is there in addition to the 60ā right-of-way. This was a condition for a temporary access in the event that the applicant or Town would like to have a through road for further access to the back acreage in the future. The Fire Department has reviewed and signed off on the access. No further comments were made.
Council member Grady made a motion to end the public hearing and return to regular session at 6:28 PM, seconded by Council member Glodowski. FOR: Mayor Turner, Council members Bunker, Glodowski, Grady and Duggin.
Ryan Taylor stated that the application has been satisfied and the applicants are working with the irrigation company to get a letter of acceptance.
Council member Grady made a motion to accept the Webb Subdivision subject to T-O Engineers recommendations letter dated November 12, 2020, second by Council member Glodowski. FOR: Mayor Turner, Council members Bunker, Glodowski, Grady and Duggin.
Susan Kohler asked about possibly refunding the re-application fee of $750.00 that was submitted. Due to work that has been completed by T-o Engineers and the Town, Council has agreed to review to determine any unused funds that could be returned to the applicant.
4) Open and Public Meeting Training: Role call:
All Council and Planning Commissioners were provided the training via email to complete. Role call for completion: Mayor Turner, Council members Bunker, Grady, Duggin; Planning Commissioners: Skinner and Bennett. Treasurer Price, Clerk/Recorder Snyder, Water Secretary Bunker. Planning Commissioners Weight, Norris, Rawlings completed training in March.
5) Discussion of CARES Funds:
Council member Duggin stated that the town received a total of $93,978.00 for the Cares Funds. Per the document provide for the purchases with the funds, there is a balance of $12,740.20 remaining, in which will be transferred to the Fire District. There will be a $5.00 per month for anti-virus per laptop and $20.00 per month for Microsoft package billed from Executech.
Council member Glodowski made a motion to transfer the remaining balance of $12,740.20 to the Fire District seconded by Council member Grady.
Per further discussion, Council member Bunker asked to include the list of purchases for approval as well.
Council member Glodowski made a motion to accept the list of purchases with the Cares Funds and transfer the balance of $12,740.20 to the Fire District. This was seconded by Council member Grady. FOR: Mayor Turner, Council members Bunker, Glodowski, Grady; and Council member Duggin abstained.
6) Town Ordinance: DO 2020-12-07 Meeting Schedule:
Mayor Turner presented the ordinance. Council member Duggin stated that electronic meetings should be included as an option. Council member Bunker requested in the last paragraph to add āsā to officer.
Council member Bunker made a motion to approve the 2021 Meeting schedule to include the changes mentioned, seconded by Council member Glodowski. FOR: Mayor Turner, Council members Bunker, Glodowski, Duggin and Grady.
7) Business Licenses:
NEW: Conner Heating and Air, LLC: Council would like for the applicant to come in and discuss their operation at the next meeting.
RENEWAL: none
8) DANIEL MUNICIPAL WATER:
Water Secretary Shelly Bunker stated that water shut offs where issued and all but (2) accounts have been brought current.
Shelly Bunker also asked Council to consider a source of her being able to purchase supplies such as stamps for the water department. Upon further discussion, it was decided to have Treasurer Sherri Price look at increasing the Towns limit to $20,000 as there have been issues recently with multiple purchases. Also, per the cards have the following limits: Eric Bunker to $3,000.00, Mary Snyder $1000, Shelly Bunker $5000.00,
9) STORM HAVEN WATER:
Over the Thanksgiving holiday, the sewer system experienced a major break that took several days to trace lines and fix the issue. On the Wednesday before the holiday, Heber City Public Works helped to jet the sewer line and the Adam Knight Plumbing assisted in tracing the line. It was determined the line was not where it was originally thought and was found to be in yards and under (2) houses. There was a section replaced and seems to be working well.
10) APPROVAL OF MEETING MINUTES: November 2020
Council member Bunker made amotion to approve the meeting minutes, seconded by Council member Glodowski.
Council member Duggin asked to include the change from $25,000 to $35,000 to the Wasatch County Fire District with item number 8, to which there was mention in item number 14 for the warrants.
Council member Bunker revised his motion to include the increase to $35,000 to the Fire District, seconded by Council member Glodowski. FOR: Mayor Turner, Council members: Bunker, Glodowski, Grady, and Duggin.
11) RECORDERS OFFICE: Warrants Approval: December 2020
Council member Duggin made a motion to approve the warrants to include the CARES Funds, seconded by Glodowski. FOR: Mayor Turner, Council members: Bunker, Glodowski, Grady and Duggin.
12) POSSIBLE CLOSED SESSION: No closed session was held.
13) ADJOURN:
