Town Council Quorum: Mayor Chip Turner, Council members, Eric Bunker, Jon Blotter and Stefanie Grady. Council member John Glodowski excused. Clerk Mary Snyder present for minutes.
Member of public: Shelley Bunker, Merry Duggin, Ryan Taylor, Troy Morgan, Kayleen Richter, Brian Richter, Melanie Coleman.
1) PUBLIC COMMENT: no comments were made
2) BUSINESS LICENSES: New & Renewals:
NEW: Wasatchback Rentals has completed all requirements at this time.
Council member Bunker made a motion to approve the new license, seconded by Council member Grady. All members in favor.
Daybreak Pasture is requesting a license for Equine learning therapy.
Council member Bunker made a motion to issue a 30-day license, with review upon a business plan to possible accept a full license for review at the next Council meeting. Seconded by Council member Grady. All members in favor.
RENEWALS: Daniels Academy
Council member Grady made a motion to approve the renewal licenses for Daniel Academy, seconded by Blotter. All members in favor.
3) WASATCH COUNTY FIRE/WILDLAND FIRE: Troy Morgan
Troy Morgan was present to discuss defensible space and cleaning up weeds. The County recommendation is 10 feet, accept in high hazard areas the recommendation is 30 feet. Troy Morgan also provided two (2) signs for fire restriction.
4) EMPLOYEE COMPENSATION SCHEDULE AMENDMENT:
5) SET PUBLIC HEARING FOR WAGES:
Council member Bunker made a motion to set a Public Hearing for August 5, 2019, seconded by Blotter. All members in favor.
6) ZONE CHANGE ZEBO:
Council member Bunker made a motion to add item to the September agenda, seconded by Blotter. All members in favor.
7) ADOPT the FY 2019-20 CERTIFIED TAX RATE: DR 2019-07-01 (A)
Council member Blotter made a motion to approve the FY 2019-20 Certified Tax Rate, seconded by Council member Grady. All members in favor.
8) PLANNING DEPARTMENT REPORT, VIOLATIONS, AND ENFORCEMENT:
9) Council member Blotter made a motion to appoint Brent Waterman as a new Planning Commissioner, seconded by Council member Bunker. All members in favor.
10) DISCUSSION ACQUISITION of DANIEL WATER SHARES:
Item to be continued.
11) DANIEL MUNICIPAL WATER:
12) STORM HAVEN WATER:
Lane Young was present to address the water issues at his house and in the area. Ryan Taylor stated that the well has been drilled and in the process of setting the pump. The master plan is to meet all requirements and replace lines. TO- Engineers is trying to find more funds to complete more of the project. The next priority is to upgrade the storage tank.
13) APPROVAL of COUNCIL MEETING MINUTES:
Council member Bunker made a motion to continue the meeting minutes for June 3, 2019 to clarify motions by video source, seconded by Council member Grady. All members in favor
14) RECORDER’S OFFICE: Warrants approval, announcements, etc:
Council member Blotter made a motion to approve the warrants, seconded by Council member Grady. All members in favor.
15) POSSIBLE CLOSED SESSION: Legal issues, Property acquisition
Council member Blotter made a motion to end regular sessions and enter closed sessions, seconded by Council member Bunker at 8:12PM. All members in favor.
Council member Blotter made a motion to end closed session and re-enter regular session, seconded by Council member Grady at 8:44PM. All members in favor.
16) ADJOURN:
