Daniel Planning Meeting Minutes
Wednesday, July 18, 2018 at 7:00 PM
Wasatch County Services Building, Room 126
55 South 500 East, Heber City, UT
A quorum is present: Chairman Bunker and Commissioners McAllister, Weight, Binkerd, Norris were present. Commissioners Rawlings and Skinner were excused.
Members of the public in attendance: Ryan Taylor with GDA Engineers, Robert Armstrong, Stephanie Woolstenhulme, Nate Hortin, Rex and Karen Reeder, Melanie Coleman, Birt Coleman, Scott Keele, Jamie McAllister, Shelly Bunker, Secretary Keary Stephens.
1. Public Comment concerning an issues not on the Agenda:
Rex Reeder is requesting that the water line on South Field Road be put in on the other side of the road. The easement is the same and it would be a straight shot instead of having to dig across the road. Commissioner Norris asked why he wanted it over there and he said that there are other utility lines going through there and it would make more sense to put it on the other side.
2. Huntsman/Armstrong Zone Change 2879 S Mill Road from RA-5 to Commercial:
Mr. Armstrong stated that it is an RA-5 so a home cannot be built on it so commercial is the only thing for this property. Mr. Orton already has a business there so it really isn’t just residential property. He isn’t interested in a continued use for the property. His thought is to extend the property lines and create a new roadway and give it to the Woolstenhulmes and put the utility lines in there.
Mrs. Woolstenhulme stated that it goes through her new fence and lawn and irrigation pipes. She isn’t interested in changing her right away
Commissioner Weight moved to recommend to the Town Council to change the Zone to Commercial. Motion died due to lack of second.
Commissioner McAllister moved to send to Town Council without a recommendation. Commissioner Weight seconded.
Commissioner Norris feels like it is our job to make a recommendation.
Chairman Bunker called for the vote: Commissioners McAllister and Weight, Aye. Commissioners Norris and Binkerd, Nay. Motion died due to lack of majority vote.
Commissioner Norris moved to recommend to Town Council to deny the Zone Change. Commissioner Binkerd Seconded it.
We feel like the other two commissioners need to be here to vote on this. These are people’s backyards and making it commercial brings on a different feel. Businesses make noise and it goes into people’s back yard.
Commissioners Binkerd, Norris, Aye. Commissioners McAllister, Weight, Nay. Motion died due to lack of majority vote.
Commissioner Binkerd moved to send to the Town Council without a recommendation from the planning commission. Commissioner Weight seconded it. Vote was unanimous. Motion carried.
3. Highway 40 Properties – Zone change:
The Continued use won’t change so I am still considering the right thing to do with the property. Commissioner McAllister moved to continue to the next Agenda. Commissioner Norris seconded it. Vote was Unanimous. Motion carried.
4. Kipp and Wendy Bangerter – Residential Building Permit – South Field Road:
Commissioner Weight moved to approve the building permit now that we have the site plan. Commissioner Norris seconded it. Vote was unanimous. Motion carried.
5. Planner Report:
Public hearing scheduled to consider the disconnect request for Mary Jo Coleman. The Daniel Town General Plan to be discussed at the next agenda.
6. Approval of June 20, 2018 Minutes:
Commissioner Weight moved to approve the minutes of July 18, 2018. Commissioner Binkerd seconded it. Vote was unanimous. Motion carried.
7. Motion to Adjourn:
Commissioner McAllister moved to adjourn the meeting. Commissioner Weight Seconded it. Vote was unanimous. Motion carried.
Meeting was adjourned at 8:35.
