A quorum is present: Chairman Bunker and Commissioners McAllister, Weight, Norris, Skinner, Binkerd were present. Commissioner Rawlings was excused.
Members of the public in attendance: Ryan Taylor, Jalayne Bassett, Gary Kohler, Susan Kohler, Larry Leifson, Terrie Leifson, Steve Webb, Jamie McCallister, Erin Charchanko, Jeremy Charchanko, Merry Duggin, Shelly Bunker, Secretary Keary Stephens.

1. Public Comment concerning any issue not on the Agenda.

No Comments.

2. Joe Witt – Building Permit for Accessory Structure. 3000 South

It is a structure on the side of the house. There needs to be letters out to the home owners around the area.

Commissioner Norris moved for a conditional use continued to the agenda. Commissioner Skinner seconded it. Vote was unanimous. Motion carried.

3. Susan Kohler – Representing Webb Trust. Parcel request for buildable lot on 3000 south.

Is it a lot of record and is it buildable? Access is only 32 and it needs to be 100 to build a road. Is there any way to get the surrounding neighbors to maybe work with you on property lines?
Commissioner Binkerd moved to deny this application due to lack of frontage. Commissioner Skinner seconded it. Aye: Commissioners Binkerd, Skinner, Norris, Weight. Nay: Commissioners McAllister, Rawlings. Motion carried.

Commissioner Rawlings thinks we should be able to do something with a 32 adjustment.

4. Leifson Family Trust Residential Building Permit. 4748 Cove Lane (Storm Haven)

All the red flags on this application have been addressed.
Commissioner Weight moved to approve the Building Permit on the condition of an approved letter from the Health Department. Commissioner Norris seconded it. Vote was Unanimous. Motion carried.

5. Jeremy and Erin Charchenko – Application Questions for subdivision requirements. Big Hollow Road.

There are two parcels, one is 1.5 and the other is 8.5. He wants to make an access road back to the 8.5 parcel but there isn’t enough access footage to make the road. He would be better off to make them each 5 acres but then he would lose Greenbelt status.

6. Troy Anderson – Conditional use permit for a Church.

Mr. Anderson was not present. It has been continued to next agenda.

7. Minute Approval for January 16, 2019

Commissioner Skinner moved to approve the minutes of January 16, 2019. Commissioner Weight Seconded it. Vote was unanimous. Motion carried.

8. Adjourn.

Commissioner Binkerd moved to adjourn the meeting. Commissioner Skinner seconded. Vote was unanimous. Motion carried.
