The regularly scheduled meeting was called to order by Mayor Michael Duggin at 5:30 PM
Quorum present: Mayor Mike Duggin, Council members Heather Bateman, Eric Bunker, Jon Blotter and Gary Walton. Recorder Merry Duggin was present to record the minutes.
Members of the public signing as being in attendance: Lambert Deegan, Darwin McGuire, Kim Norris, Chris Anderson, Lynn Crisler, Chip Turner, Ryan Taylor, Jim McCleary, Sherry Sawdey, Shelly Bunker.
- l) BUSINESS LICENSE APPLICANTS
No applicants were present, but Council member Bunker informed the Town Council that Suburban Propane has applied for a business license.
2) BUDGET UPDATE
Mayor Duggin provided an update to the Council concerning the property tax proposed in our Tentative Budget for Fiscal year 2009-10. He explained that Daniel Town currently has a property tax rate of .000 (zero), and in order to increase that rate Daniel will have to go through the truth in taxation process. Before we can set a certified tax rate, we will have to receive the assessed tax base from the county, and we do not expect to receive that until June 30, 2009 or after. The Truth in Taxation Public Hearing has been tentatively set for August 3, 2009.
3) PLANNING COMPUTER
Council member Bunker requested a new laptop for the Planning Dept. and presented an estimate that he has obtained from PC Laptops with his requested specifications. Council member Blotter suggested that we might be able to upgrade the laptop currently being used by Planning Secretary Kathy Percy to suit the Department’s needs. Then perhaps we could purchase a smaller laptop for the secretary’s use. Council member Blotter volunteered to assist in looking into this possibility.
4) COMMITTEE REPORTS
PLANNING—Council member Bunker reported that Mr. Harry Weyandt has changed his commercial concept for the property located at the intersection of Hwy 189 and 3000 South to include more exits as well as other changes. Mr. Weyandt had cancelled his appearance before the Planning Commission on May 20, 2009.
WATER COMPANY—Mr. Crisler reported that water engineer Jim Riley had met with him and Darwin McGuire in preparation for measuring the water flow from our springs required to complete the justification of Daniel water rights requested by the State engineer. He also reported that an environmental company hired by Dean Sellers will be digging in an area inside the second gate.
RECORDER’S OFFICE—Recorder Merry Duggin reminded the Town Council that the filing period for this year’s November municipal election for Mayor and two Town Council seats will be July 1-15, and she asked that anyone interested in filing should contact her office for the proper filing forms and information.
Ms. Duggin also reminded the Council that a second meeting may need to be called for the Council later in June, but no date was set at this time.
Mayor Duggin then recognized Mr. Jim McCleary who reported that he will be placing solar panels on the south facing roof of his home for water heating purposes. He state that the installation will not change the structure of his residence and encouraged others to do the same.
Mayor Duggin also recognized Mrs. Sherry Sawdey who stated that she will be going before the Planning Commission on June 17 to initiate a request for zone change on her property at 2777 S. Mill Rd. from RA 5 to Commercial.
5) APPROVAL OF MINUTES OF THE MAY 4, 2009 MEETING
Council member Bunker moved to accept the minutes as presented. The motion was seconded by Council member Blotter, and the vote to approve the minutes was unanimous.
6) CLOSED SESSION TO DISCUSS LAND ACQUISITION AND LITIGATION
Council member Blotter moved to go into closed session. The motion was seconded by Council member Walton, and the Council voted unanimously to go into closed session at 6:03 PM.
7) ADJOURN
At 6:59 PM Council member Walton moved that the Council should return to open session. Council member Blotter seconded the motion, and the Council voted unanimously to return to open session. There being no further issues on the agenda, Council member Bunker moved to adjourn, and the motion was seconded by Council member Bateman. The vote to adjourn was unanimous, and Mayor Duggin adjourned the meeting at 7 PM.
