Meeting Minutes

Quorum Present: Council members: Mayor Turner, Council members Bunker, Grady, Glodowski, and Treasurer Sherri Price. Council member Blotter excused. Sherri Price Mary Snyder/Recorder present to take minutes. Meeting called to order at 6:00PM.

Members of the public in attendance: Shelly Bunker, Ryan Taylor, Merry Duggin, David Bates

1) Public Comment concerning issues (limit 2 minutes):
Merry Duggin stated that due to the weather conditions, Teacum Road is in poor condition.
She also thanked Council for the work they are doing. She also stated that with the growth of new people moving in, that she hoped that we could get them involved in meetings.

2) BUSINESS LICENSE RENEWALS/APPLICATIONS:
Renewal license(s): Smitty Small engine Repair, MVC Construction, Larson Ground Maintenance, Tee J’s Mutt Cutts, JM Trucking, CCH20, BMCI Electric, Timberline Lumber & Distributing

New License(s): David Bates was present to ask council about applying for a Handyman Business License.

Council member Grady made a motion to approve all renewal to include Timberline Lumber & Distributing, seconded by Council member Glodowski. All members in favor.

3) T-O Engineer- Ryan Taylor Service Overview:
Ryan Taylor provide a brochure packet containing information that T-O Engineers is able to provide to the Town.

4) PLANNING DEPARTMENT REPORTS, VIOLATIONS, & ENFORCEMENT:
Charchenko’s are in the process of applying for a sub-division re-zoning with Planning Commission.
Armstrong’s have cleaned up the property on Mill Road.
Webb Trust declination letter sent to applicants.

5) DANIEL MUNICIPAL WATER:
Water testing samples have been corrected at this time. Secretary Shelley Bunker stated that the Water Conference was a good experience and learned a lot. She stated that she and Eric Bunker were able to work on the CCR reports for Daniel Municipal Water and Storm Haven Water and are almost ready to send to the consumers. She also stated that the points system is being revised and will now be 15 points per negative compliance. She stated that there is a 120-day grace period to correct issues to get points removed. She also stated that she was made aware of a few outstanding compliance issues that she will be discussion with Water Manager Gary Walton to see if the Town is able to become compliant.

6) STORM HAVEN WATER:
Ryan Taylor stated that he was able to speak with the Contractor for the Well project and were will to negotiate the bid. Mr. Taylor stated reduce their bid $80,000.00.

7) APPROVAL OF COUNCIL MEETING MINUTES: February 4, 2019:

Council member Bunker motion to approve the meeting minutes for February 4, 2019, seconded by Council member Grady. All members in favor.

8) RECORDERS OFFICE: WARRANTS APPROVAL, ANNOUNCEMENTS, ETC.:

Council member Grady made a motion to approve the warrants, seconded by Council member Bunker. All members in favor.
Council member Glodowski made a motion to close regular session and enter into closed session for current legal issues. This was seconded by Council member Grady at 7:16PM.

9) CLOSED SESSION:

Council member Bunker made a motion to end closed session and resume regular session, seconded by Council member Grady at 7:35PM.

10) ADJOURN:

Council member Grady made a motion to adjourn at 7:38PM, seconded by Council Member Glodowski. All members in favor.
