Meeting Minutes

Quorum Present: Council members: Mayor Chip Turner, Council members Grady, Glodowski, Blotter and Bunker. Sherri Price Treasurer and Mary Snyder Clerk/Recorder present. Called to order at 6:00PM.

Members of the public in attendance: Shelly Bunker, Melanie Coleman and Pam Skinner

1) Public Comment concerning issues (limit 2 minutes):
None

2) BUSINESS LICENSE RENEWALS/APPLICATIONS:
Renewal license(s): Stone Cutter Construction, Bart Wilde & Assoc., Action Performance Electric

New License(s): Dave’s Handyman Service

Council member Glodowski made a motion to approve all renewal/new application to include renewal for Jolley Electric, seconded by Council member Grady. Mayor Turner, council members Grady, Blotter and Glodowski approve, Council member Bunker abstained. Motion passes.

3) APPROVAL PRE-DISASTER HAZARD MITIGATION PLAN DR-2019-04-01 A:
Council member Glodowski made a motion to approve the Pre-disaster Hazard Mitigation Plan DR-2019-04-01A, seconded by Council member Blotter. Motion passes, all in favor.

4) SET PUBLIC HEARING FOR ZONE CHANGE 1680 W 3000 S:
Council member Grady made a motion to set public hearing for 1680 W 3000 S on Wednesday April 10, 2019 at 7PM, combined with Planning Commission, seconded by Council member Blotter. All in favor, motion passes.

5) SET PUBLIC HEAING FOR ACCESSORY STRUCTURE OVER 1500 SQ FT 536 W 3000 S:
Council member Blotter made a motion to set public hearing for 536 W 3000 S on Wednesday April 10, 2019 at 7PM, combined with Planning Commission, seconded by Council member Grady. All in favor, motion passes.
6) DISCUSS ACQUSITION OF DANIEL WATER SHARES:
Water Shares are determined upon the acre-foot depending upon field size, soil condition of said property, minus structures, arenas. If reduction goes into force, it will be up to the Irrigation Company to go to the Share Holders to enforce said reductions.

Item to continue for next couple months for review of any further information that is obtained, as per the Mayor.

7) DISCUSS REPRESENTATION OF TOWN IN COUNTY POLLUTION CONTROL:
Council member Glodowski and Grady will make contact with Heber City Council member Heidi Franco for possible representation of the Town.

8) PLANNING DEPARTMENT REPORTS, VIOLATIONS, & ENFORCEMENT:
Council member Bunker asked for direction from Council on a written complaint for a nightly vacation rental. The complainant has provided documentation, as well as photos. Council member Grady made a suggestion of obtaining a written rental contract from the location to have on hand to accompany the complaint for evidence.

Council member Blotter made a recommendation to send a violation letter to the owner(s) of the property, seconded by Council member Glodowski. Mayor Turner, Council members Blotter, Grady and Glodowski in favor, Council member Bunker not in favor. Motion passes. Motion to hold a question in April 10, 2019 meeting.

9) DANIEL MUNICIPAL WATER:
The Cross-Connection Report is complete and will be going out with the next billing cycle, as per Water Secretary Shelly Bunker.

10) STORM HAVEN WATER:
The Cross-Connection Report is complete and will be going out with the next billing cycle, as per Water Secretary Shelly Bunker.

11) APPROVAL OF COUNCIL MEETING MINUTES: March 4, 2019:

Council member Bunker motion to approve the meeting minutes for March 4, 2019, seconded by Council member Glodowski. Mayor Turner, Council members Grady, Glodowski and Bunker in favor, Council member Blotter abstained. Motion passes.

12) RECORDERS OFFICE: WARRANTS APPROVAL, ANNOUNCEMENTS, ETC.:

Council member Blotter made a motion to approve the warrants, seconded by Council member Grady. All members in favor.

13) CLOSED SESSION:

14) ADJOURN:

Council member Glodowski made a motion to adjourn at 7:21PM, seconded by Council Member Blotter. All members in favor.
