Wasatch County Services Building, Room 126
55 South 500 East, Heber City, UT

A quorum is present: Chairman Bunker and Commissioners McAllister, Weight, Norris, Skinner, Binkard, Rawlings were present.
Members of the public in attendance: Ryan Taylor, Troy Anderson, Erin and Jeremy Charchenko, Kent Shelton, Shelly Bunker, Secretary Keary Stephens.

1. Public Comment concerning any issue not on the agenda.

No word on the State Irrigation Water. Who designed the road at the end of 3000? They need a few more speed limit signs on 3000.

2. Troy Anderson – Conditional use for a Church. (2455 Ranch Drive).
They want to extend Wheeler Road to the end. Both access entries will be off Wheeler Road. They plan on hooking up to Heber City Sewer. There will be 1 ½ acres of green. The residents in that area don’t want a church built there and would like to keep a quiet street. Kent Shelton has property at the end of that street and is concerned about a road being put through it.

Commissioner Skinner moved to deny the application. Motion died due to lack of second.

Commissioner Norris moved to approve the application. Commissioner Weight seconded the motion. Commissioners McAllister, Weight, Norris, Rawlings: Aye. Commissioners Binkard and Skinner: Nay. Motion carried.

3. Jeremy and Erin Charchenko – Requesting the Planning Commission to acknowledge lots in the current state. ( 3400 Big Hollow Road).

The property has a rental home on it already. They want to build a home on the back property and need 200 ft. frontage. They want to be able to keep the property in the green belt. The way they are requesting does not meet the town codes. Commissioner Norris stated that this issue has come up several times and that we need to stay within our codes.

Commissioner Weight moved to deny the application. Commissioner Binkard seconded it. Commissioners Weight, Norris, McAllister, Rawlings, and Binkard: Aye Commissioner Skinner: Nay. Motion carried.

4. Webb Property – Susan Kohler Representative for Webb Trust.

There is still question on the surveys and property lines and frontage.

Commissioner Binkard moved to continue this question for research. Motion died due to lack of second.

Commissioner Norris moved to continue this until we have the surveys. Motion died to lack of second.

Commissioner Norris moved that we look at the Warranty Deed to make sense of them. Motion died due to lack of second.

Commissioner Weight Moved to continue this item to the next Agenda. Commissioner Skinner seconded the motion. Vote was unanimous. Motion carried.

5. Planner report.

All the things we have been discussing, water line on Southfield road is nearing completion. The Huntsman zone change, Bethers subdivision, Bangerter building permit, Scott Kohler building permit.

6. Minute Approval for November 26, 2018

Commissioner Weight moved to approve the minutes of November 26, 2018. Commissioner Norris seconded the motion. Vote was unanimous. Motion carried.

7. Adjournment.

Commissioner Binkard moved to adjourn the meeting of December 19, 2018. Commissioner Skinner seconded it. Vote was unanimous. Motion carried.
