Meeting was called to order at 6:00 PM by Mayor Turner.

Meeting Minutes

1) Public Comment: issues limited to 2 minutes, per person:
No comments were made
2) Presentation/Discussion from Wasatch County School District upcoming initiatives: Superintendent Paul Sweat
Superintendent Paul Sweat presented the current academic curve for the district stating that the numbers have improved over the years.
Jason Watt presented the current enrollment of students and provided details of potential growth within the county over course of the next 30 years and the impact that it could have for the school district.
3) Presentation of 2021-2022 tentative budget and possible amendment of the Council:
Per the work meeting held on April 21, 2021, a few minor changes were made to the tentative budget for balancing the General Budget.
Council member Duggin made a motion to approve the tentative budget for 2021-2022 fiscal year, seconded by Council member Grady. FOR: Mayor Turner, Council members: Bunker, Duggin, Glodowski, and Grady.
4) Setting of Public Hearing date for adoption of final budget for next fiscal year 2021-2022:
Council member Bunker made a motion to set the public hearing for the Amended FY 2020-2021 for June 7, 2021 at 6 PM, seconded by Council member Duggin. FOR: Mayor Turner, Council members: Bunker, Duggin, Glodowski, and Grady.
Council member Duggin made a motion to set the public hearing for the tentative FY 2021-2022 Budget for June 7, 2021 at 6 PM, seconded by Council member Glodowski. FOR: Mayor Turner, Council members: Glodowski, Duggin, and Grady.
5) BUSINESS LICENSE(S):
a. NEW: Bush Family Farm
b. RENEWAL:
Wyatt and Jana Bush were present to discuss their business license in detail with council. They are wanting to sell product that are grown onsite only as well as offer classes for individuals to learn. Council member Bunker as asked for them to write a revised detailed business plan to make some changes to the current plan submitted.
Gina Williams stated that she loves the idea, but has some concerns with potential traffic issues as there is only one entrance to the subdivision. Lisa Dinga expressed that during certain times of day and summer traffic also raise some concern with traffic issues, as well as the bus stop in the area is a concern. Jana Bush has indicated that she is looking to have more summer classes and even Saturdays. Lindsey LaFay sent comment to Clerk Mary Snyder stating that she is in favor of this of the Bush Family Farm.
Council member Bunker made a motion to approve the business license request based on a revised farm business plan letter, seconded by Council member Duggin. FOR: Mayor Turner, Council members: Bunker, Duggin, Glodowski, and Grady.
6) Daniel Municipal Water:
Water Manager Gary Walton called Clerk Mary Snyder to address the water meter replacements. He stated that there are approximately 20 meters at this time that need to be replaced and has been in contact with an individual who has replaced meters in the town before and could replace each meter for $15.00. He stated that it would be cheaper to contract this individual again, then it would be for him to replace them.
Council member Duggin made a motion to authorize Water Manager Gary Walton to contract for the installation of the meter replacement project for $15.00 per meter; seconded by Council member Grady. FOR: Mayor Turner, Council members: Bunker, Grady, Duggin and Glodowski.
7) Storm Haven Water:
Ryan Taylor addressed the water restriction that the state of Utah is encouraging and asked if this is something that the Council would like to consider.
8) Council Reports/Updates:
Council member Duggin stated that the mylar for the Gordon Lot Line adjustment has been completed and delivered to the County for recording.
She has reached out for the CCR template to work on the report that needs to be completed by July. She is working on a Board of Appeals training by creating a binder. She requested time to present this to Council at the next meeting.
Council member Bunker asked for a recommendation from Council in reference to the complaint of the barking dogs. The recommendation is to write a report stating the facts and findings to include the decibel readings. It is agreed that this does not rise to the level that the Town would be willing to be involved and hopefully the parties will be willing to work together to resolve the issue.
Council member Bunker stated that there have been recent issues with the Daniel Irrigation project. There have been issues with compaction, marking tape, etc. and are trying to work with the Irrigation Company and contractor to get them resolved.
9) Approval of Council Meeting minutes: April 5 & 21, 2021
Council member Bunker made a motion to approve the meeting minutes for April 5, 2021, seconded by Council member Duggin. For: Mayor Turner, Council members: Bunker, Duggin, Glodowski and Grady.

Council member Grady made a motion to approved the work meeting minutes for Aprils 21, 2021, seconded by Council member Duggin. FOR: Mayor Turner, Council member Duggin, Glodowski, and Grady.

10) Recorder’s Office: Warrants approval, announcements, etc.
Council member Duggion made a motion to approve the warrants as presented, minus the Planning Commission payroll, seconded by Council member Grady. FOR: Mayor Turner; Council members: Duggin, Glodowski, and Grady.
11) Possible closed session: legal, personal, property acquisition
Council member Glodowski made a motion to end regular session and enter closed session for pending litigation, seconded by Council member Duggin at 7:51 PM. FOR: Mayor Turner; Council members Duggin, Glodowski, and Grady.

Council member Glodowski made a motion to end closed session and resume regular session at 8:14 PM, seconded by Council member Duggin. FOR: Mayor Turner; Council members Bunker, Glodowski, Duggin and Grady.
12) Adjourn:
Council member Bunker made a motion to adjourn at 8:15 PM, seconded by Council member Glodowski. All members in favor.
