Council meeting minutes November 4, 2019

Town Council Quorum: Mayor Chip Turner, Council members, Eric Bunker, Stefanie Grady and John Glodowski. Council member Jon Blotter arrived at 6:36 PM. Treasurer Sherry Price; Clerk Mary Snyder present for minutes.

Member of public: Jill Bonner, Todd Bonner, Bonnie Ivie, Myrna Vernon, Marcia Birch, Lynn Luke, Linda Luke, Cameron Jenkins, Ryan Taylor, Eric Bennett, Erin Charchenko, Ronda Rose, Mick Kohler and Phil Mattingly

1) PUBLIC COMMENT:
Cameron Jenkins with Collins & Associates Engineering Firm was present for Daniel Irrigation Company to advise council that irrigation company is looking to upgrade some of the lines. They are looking to realign the existing lines along Little Sweden Road, abandon some lines, add a secondary
line and increase the size of the existing.

Myrna Vernon was present stating that the dust is still an ongoing issue, as well as increased traffic from both neighbors. Council member Bunker stated that they have notified the attorney and are in the process of drafting a letter to be sent out to the one neighbor. He stated that he was unaware that the other neighbor is once again an issue as well. He also advised Mrs. Vernon that the attorney has requested specific documentation of specific occurrences for evidence in the complaint, to include dates, times and possible photos.

Ronda Rose asked where a person would find communication about elections or financials besides the website. Sherry Price stated financial information could be found on the Transparency Utah Website.

Jill Bonner asked if it was possible to be given a copy of each person’s job description, documents of timecards or how hours were tracked and would like to know how to get on the agenda to discuss issues. Mayor Turner stated that every year the Town is audited, and the Town will be doing another annual audit by the end of the year.

Bonnie Ivie asked about getting notified of things as well. Mayor Turner stated that there are postings once a month per Town meetings, as well as Planning meetings. These can be found on the Town website as well as the State website and some posting also go to the Wasatch Wave.

2) BUSINESS LICENSES:
No new or renewals for this month

3) TOWN ORDINANCE: DO-2019-11-4: 2020 Meeting Schedule

Council member Bunker made a motion to approve the 2020 Meeting Schedule. This was seconded by Council member Glodowski. All members in favor.

4) TOWN ORDINANACE: DO 2019-11-4B: Amended Conditional Uses
Council member Glodowski made a motion to approve the amended conditional uses, seconded by Council member Grady.

Council member Bunker asked about adding hemp product grows within the Town. He stated that the town will need to designate specific areas, otherwise grows could happen anywhere within the town. Mayor Turner suggested to include this item the next review of the conditional uses. All members agreed.

Mayor Turner called for the vote on the prior motion and all members in favor.

5) DISCUSSION ACQUISITION of DANIEL WATER SHARES:
No comments

6) DANIEL MUNICIPAL WATER:
No comments were made

7) STORM HAVEN WATER:
Ryan Taylor stated that the final operating permit has been issued as of last week. The next issue will be a storage tank, as the system will assess penalties from the State. He also stated that he is working on options for a grant.

8) APPROVAL of COUNCIL MEETING MINUTES:
Council member Grady made a motion to approve the October 7 meeting minutes, seconded by Council member Glodowski. All members in favor.

9) RECORDER’S OFFICE: Warrants approval, announcements, etc:
Council member Blotter made a motion to approve the warrants, seconded by Council member Glodowski. All members in favor.

Council member Glodowski made a motion to close regular session and enter closed session for legal issues. This was seconded by Council member Grady. All members in favor at 7:00 PM.

10) POSSIBLE CLOSED SESSION: Legal issues, Property acquisition
Council member Blotter made a motion to end closed session and re-enter regular sessions, seconded by Council member Grady at 7:46 PM. All members in favor.

Council member Glodowski made a motion to move forward in the process of acquiring property. This was seconded by Council member Grady. All members in favor.

11) ADJOURN:
Council member Blotter made a motion to adjourn, seconded by Council member Grady. All members in favor at 7:48 PM.
